Launched in 1999 as a revamp of the Central Rural Sanitation Programme (1986), the Total Sanitation Campaign shifted from a supply-driven subsidy approach to a demand-driven community-led total sanitation model. TSC sought to achieve 100% sanitation coverage in rural India by creating Individual Household Latrines (IHHLs), school sanitation facilities, and anganwadi toilets. It was renamed the Nirmal Bharat Abhiyan in 2012 and replaced by the Swachh Bharat Mission (Gramin) in 2014.
