Launched in 1987-88, Operation Blackboard was a scheme to provide minimum essential facilities to all primary schools including at least two teachers (one female), two rooms, and basic teaching-learning materials. It was a response to the Kothari Commission's finding that many primary schools in India were single-teacher operations without even basic infrastructure. The programme continued through the Eighth and Ninth Plans and was eventually subsumed into Sarva Shiksha Abhiyan (SSA) in 2001.
