Following independence, the First Five Year Plan included a comprehensive land reform programme aimed at abolishing zamindari (feudal landlordism), imposing land ceilings, distributing ceiling-surplus land to landless poor, and conferring occupancy rights on tenants. By 1960, zamindari was abolished in most states through state legislation, and over 20 million tenants were conferred ownership rights. Land reform implementation remained incomplete with large regional variations.
