Launched on 11 January 2010 by Prime Minister Manmohan Singh, Phase I (2010-2013) of the National Solar Mission set a target of 1,000 MW of solar power generation capacity. It introduced reverse bidding for solar power tariffs, launched the Rooftop PV and Small Solar Power Generation Programme (RPSSGP), and established the Solar Energy Corporation of India. Phase I set the regulatory framework for India's subsequent rapid solar expansion, though targets were revised upward dramatically from Phase II onwards.
