Launched in Kharif 1985, the Comprehensive Crop Insurance Scheme (CCIS) was India's first national-level compulsory crop insurance scheme linked to crop loans. It covered yield losses in wheat, rice, cereals, millets, and oilseeds in participating states on area-yield basis. Premium was shared between farmers (1-2%), state, and Centre. CCIS was operational in 15 states and covered 15 million farmers at peak. It was replaced by the National Agricultural Insurance Scheme (NAIS) in 1999.
