Launched in 1986, the Central Rural Sanitation Programme was India's first Central Government scheme specifically for rural sanitation. It used a supply-driven subsidy approach, constructing latrines and providing them free or at subsidised rates. Despite substantial expenditure, latrine usage rates were extremely low due to the lack of community participation. CRSP was restructured as the Total Sanitation Campaign (TSC) in 1999 to shift to demand-driven community-led approaches.
